Recently, the analysis of the Blanes case has brought to the table a necessary debate on the delegation of powers regarding animal welfare and whether we are truly managing public resources with rigor. <\/p>\n\n<p class=\"wp-block-paragraph\">As a consultancy specialized in strategy and ethical management, data analysis leads us to a clear conclusion: <strong>delegating without traceability is often a terrible investment.<\/strong><\/p>\n\n<h2 class=\"wp-block-heading\">The cost paradox: Less activity, more expenditure<\/h2>\n\n<p class=\"wp-block-paragraph\">Rigorous public management is based on a clear premise: the lower the workload, the lower the operating cost should be. The data analyzed in Blanes show an opposite reality: <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Reduction in abandonment:<\/strong> A <strong>52%<\/strong> reduction in service demand (from 162 animals in 2018 to 77 in 2024).<\/li>\n\n\n\n<li><strong>Budgetary increase:<\/strong> A proposed <strong>34%<\/strong> increase in the external delegation invoice.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">\ud83d\udc49 <a href=\"https:\/\/www.instagram.com\/reel\/DWYrOCNDUuI\/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==\">In this video, I analyze the risk of &#8220;Blind Delegation&#8221;<\/a><\/p>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">Delegating a municipal responsibility (such as animal collection and sheltering) to a regional structure without strict control entails three critical risks: <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Loss of traceability:<\/strong> The City Council loses control over the flow of animals, making immediate return to families more difficult.<\/li>\n\n\n\n<li><strong>Regulatory non-compliance:<\/strong> Many external centers have not yet adapted to the space requirements of Law 7\/2023.<\/li>\n\n\n\n<li><strong>Negative externalities:<\/strong> Long-distance transport triggers animal stress and increases the municipal carbon footprint.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<p class=\"wp-block-paragraph\">Ultimately, delegating without strict control is not just an operational risk; it is <strong>losing municipal sovereignty<\/strong> over a policy that directly impacts coexistence and civic behavior on our streets.<\/p>\n\n<h2 class=\"wp-block-heading\">Prevention vs. Revenue Collection: The error of the tax on civic duty<\/h2>\n\n<p class=\"wp-block-paragraph\">The most powerful tool for municipal savings in animal welfare is <strong>identification (microchipping and registration)<\/strong>.<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Free microchipping and registration are not a gift; they are an investment in efficiency.<\/strong><\/p>\n<\/blockquote>\n\n<p class=\"wp-block-paragraph\">When an administration imposes high registration fees, such as the <strong>reinstatement of a registration fee<\/strong> that had already been eliminated, it raises a barrier that discourages civic duty and compliance with legal obligations. The result is a boomerang effect: fewer identified animals lead to more &#8220;anonymous&#8221; abandonments, longer stays in centers, and an uncontrolled public bill. What appears to be a short-term revenue-seeking effort ends up being a budgetary black hole.  <\/p>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<h2 class=\"wp-block-heading\">Towards a model of comprehensive and ethical management<\/h2>\n\n<p class=\"wp-block-paragraph\">Governing animal welfare in 2026 cannot consist of &#8220;paying and keeping quiet.&#8221; Modern public consultancy proposes: <\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Local consortia:<\/strong> Grouping nearby municipalities to share resources without losing control of the service.<\/li>\n\n\n\n<li><strong>Direct management of feline colonies (TNR):<\/strong> A service that is no longer suitable for inertial delegation, as it requires surgical local implementation.<\/li>\n\n\n\n<li><strong>Incentives for civic duty:<\/strong> Maintaining free registration to ensure that 100% of the animal population is monitored.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Animal welfare is no longer an &#8220;aesthetic&#8221; policy; it is a complex legal responsibility that requires leadership and data. Opting for models of the past to manage laws of the future only leads to economic inefficiency and social failure. <\/strong><\/h3>\n\n<h3 class=\"wp-block-heading\"><strong>Moving from diagnosis to action<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">Identifying inefficiency is the first step; reversing it requires a change in technical, legal, and strategic models.
